The Hill District Planning Forum

What is the Planning Forum?

  • The Hill District Planning Forum is convened by members of the Hill District Consensus Group.
  • The Forum facilitates meetings for the purpose of bringing together community stakeholders to discuss issues related to development in the Greater Hill District
  • People who attend planning forum meetings generally include various neighborhood groups, non-profits, organizations as well as individual residents and other interested parties.




The Hill District Planning Forum is modeled after the Southside Planning Forum. As a standing committee of the Hill District Consensus Group, will:

  • Act as an advisory panel for development activities in the Hill District, and will provide a unified voice for the community support or opposition to development proposals.
  • Serve as the first point of contact for developers in seeking community input and support for projects in the Hill District.
  • Play a critical role in informing, shaping, evaluating, and updating the Hill District Master Plan.




The member organizations represent a variety of organizational types, ranging from membership-based, un-staffed groups to staffed organizations led by self-elected boards to institutions with complex organizational structures.  All groups come to the table as peers with equal weight accorded to the vote of all participants. Groups have been selected because they have a constituency that can also be engaged in decision making. Group representatives are expected to share material with the group membership base and to vote according to the collective

  • The members are delegates from the following organizations: Crawford Square Home Owners Association, Dinwiddie Community Alliance, Friends of Hill District Library,  Hill District Business Association, Hill House/HHAEDC, Bedford Hill Residents Council (has not attended recently), Hill District Consensus Group, Hill District Education Council, Uptown Partners, Amani Development Corporation, Wesley Charities/Herron Avenue Corridor Coalition, and Schenley Heights Collaborative. 
  • The Hill Community Development Corporation resigned from membership as of January 2012.

Decision Making

Consensus is the Planning Forum’s method of decision making for several reasons. First is that consensus is recommended as it projects a position of unity to external entities.  Second, once consensus is achieved, it is evident to public bodies, developers, and others that the community-based support for a given position is broad-based and collective.
